Ukraine and Denmark are developing close cooperation in the energy sector, significantly intensified after the full-scale Russian invasion. The Ukrainian-Danish Energy Partnership Program (UDEPP) for 2021-2026 is implemented within the framework of the Danish Neighborhood Program (DANEP) and aims to create a favorable environment for investments in Ukraine's sustainable energy. The main focus of cooperation is enhancing the institutional capacity of Ukraine's Ministry of Energy, restoring and modernizing energy facilities, and developing distributed generation.
The main areas of cooperation include the development of renewable energy, particularly wind and bioenergy, long-term energy planning, improving energy supply security, and integrating renewable energy sources. Denmark provides substantial expert support in modernizing centralized heating and improving energy efficiency.
Special attention is focused on the restoration and transformation of Ukraine's energy system. Danish experts assist in developing new heat supply scenarios for Ukrainian cities, consulting line ministries on restoring electrical infrastructure and ensuring decentralized electricity generation.
An important step in deepening cooperation was the April 2024 visit of the Danish Minister of Climate, Energy, and Utilities. During the working visit, key bilateral agreements were signed, including a memorandum on enhancing energy efficiency development through educational and scientific programs. An energy partnership in the biogas sector was established between the line ministries of both countries.
A significant development for further cooperation was the appointment of Dan Jørgensen as EU Commissioner for Energy and Housing in November 2024. The new commissioner emphasizes the importance of using all instruments to achieve EU climate goals, including renewable and nuclear energy, and prioritizes accelerating the green transition and eliminating dependence on Russian energy sources.
The country consistently provides support for energy projects since the beginning of the full-scale war, making significant contributions. These funds are aimed at ensuring Ukraine's energy resilience, infrastructure restoration, and support for critical energy initiatives. As of January 2026, Denmark is the fifth largest national donor to the Ukraine Energy Support Fund of the Energy Community (73.307 million euros).
On January 22, 2025, at the World Economic Forum, an agreement was signed between Ukraine's DTEK Group and Danish company Vestas worth 450 million euros for expanding the Tyligul Wind Farm in Mykolaiv Oblast – the largest private investment in Ukraine's energy sector since the full-scale invasion began.
A key long-term initiative is the new Ukraine Transition Programme (UTP) for 2025-2028, with energy security and green transition as a central priority.
An important aspect of the partnership is educational and scientific exchange, aimed at developing professional competencies in sustainable energy. Denmark supports Ukrainian initiatives for specialist training, implementing innovative technologies, and adopting best European practices in the energy sector.
Cooperation between the countries goes beyond technical assistance and has strategic significance for ensuring Ukraine's energy security, its movement towards European integration, and green transition. Denmark consistently demonstrates solidarity with Ukraine, supporting its aspirations for energy independence and sustainable development.
