During the visit, Ukrainian officials held a series of meetings with representatives of the Danish Agency for Digitisation, Danish Agency for Governmental IT Services (Statens IT), Digital Hub Denmark, as well as with the municipalities’ IT community “KOMBIT”, International House Copenhagen, one of the leading payment providers in Europe “Nets” and the developer of software solutions for configurable processes “cBbrain”, which are directly involved in the process of digitization of the country at the state level.
Ukrainian experts implementing digital transformation in key ministries and government agencies of Ukraine got acquainted with the activities of the Danish Agency for Digitisation, which is the driving force behind all areas aimed at the digital transformation of the Danish public sector. The Ukrainian delegation was particularly interested in the creation of a single service for digital identification of citizens, the introduction of a single e-mail box for official correspondence with citizens and businesses, as well as with the creation of a single information portal for citizens.
During the meeting with representatives of “Nets” which has been one of the main providers of eID solutions for over 20 years, the Danish party presented to the Ukrainian delegation digital identification solutions “NemID/MitID” which provide electronic signature access to online banking and public services. Currently, 99% of Danish people have their own electronic signature.
During presenting Denmark’s achievements on the path of digital transformation, the Ukrainian delegation familiarized itself with digital ambitions of the Danish government, covering absolutely all levels – from the central government to municipalities and small local institutions, hospitals, schools, etc. It was noted that 100% of public services are currently provided online, that covers more than 2 thousand services.
According to the principle of ”digital bureaucracy”, digital solutions replace the work environment without changing the decision-making system, public-private partnership, centralization of infrastructure, standards for data sets, their complementarity and compatibility, payment for services, etc.
The Ukrainian delegation included the leadership of the Ministry of Digital Transformation of Ukraine, the Ministry of Communities and Territories Development of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Agrarian Policy and Food of Ukraine, the State Judicial Administration of Ukraine, State Enterprise “Judicial Information Systems” and the Innovation Development Centre.
